O Decreto 779/95 aprovou os Regulamentos da Lei 24.449/95. O Anexo S refere-se ao Regulamento Geral do Transporte Rodoviário de Mercadorias Perigosas e no Capítulo IV estão descritos os Procedimentos em Caso de Emergência.
